Pakistani students: check PMDC's rules first

If you may want to practise in Pakistan, the Pakistan Medical & Dental Council (PMDC) rules matter more than any Malaysian offer letter. Check them before you accept a place.

PMDC Public Notice No. Exam-59/2026/319 (14 May 2026) says students going abroad for medicine or dentistry must:

  • score at least 50% in the MDCAT held in Pakistan, or an equivalent test taken abroad that PMDC policy accepts;
  • pass FSc Pre-Medical or equivalent with at least 60%;
  • complete PMDC online registration at srf.pmdc.pk, which you need in order to be eligible for provisional registration and the National Registration Examination (NRE).

PMDC's Policy Guidelines for students seeking admission to foreign institutions (in force from the 2024-25 session) add:

  • An alternative to the FSc route, which appears aimed at students who did not complete intermediate in Pakistan: SAT-II (at least 550 in each subject) or a foreign MCAT/UCAT (at least 50%), covering Biology, Chemistry and Maths or Physics.
  • The medical school must be on the list maintained by ECFMG.
  • Get a free PMDC Student Registration Certificate before you travel.
  • The programme must give at least 6,200 hours over five years, and you need at least 80% attendance.
  • You must pass the NRE to get a licence, and show a multiple entry and exit visa covering the whole programme when you apply for it.

A further notice (31 July 2026) confirms that only graduates of ECFMG-recognised foreign institutions may sit the NRE. A PMDC press release (15 January 2026) says the NRE is run by NUMS in two steps, at least twice a year, with a 60% pass mark.

Still unclear, so ask PMDC directly: whether A-Level students who studied in Pakistan must also sit MDCAT (the guideline links MDCAT to intermediate education completed in Pakistan); how PMDC treats Malaysia's student pass, which is renewed during the course, against its visa rule; and how long an MDCAT result stays valid (news reports say three years, but the PMDC documents above do not state it). PMDC rules change often, so confirm with PMDC before paying any fees.

How the degree is structured

Malaysian MBBS/MD programmes run for five years. Years 1 and 2 cover pre-clinical sciences and early clinical skills. Years 3 to 5 are clinical rotations in Ministry of Health hospitals. Taylor's, Newcastle University Medicine Malaysia (NUMed) and Monash Malaysia all describe this pattern, and Monash moves students to its clinical school in Johor Bahru from Year 3. Manipal University College Malaysia (MUCM) ends with a semester of "shadow housemanship".

Many students start with a one-year Foundation in Science. IMU's costs RM32,400 for international students (2026), and NUMed's costs RM36,100 before 6% tax.

Entry requirements

The Malaysian Medical Council's minimums (approved by the ministry and enforced from 1 January 2027) include:

  • A-Levels: at least a B in Biology, Chemistry, and Physics or Maths.
  • Foundation or pre-medical: CGPA 3.0 in those three subjects, no grade below C, completed over at least one year at the same institution, plus O-Level-standard results with five Bs (Biology, Chemistry, two of Maths/Additional Maths/Physics, and one other subject).
  • Other international qualifications: assessed for equivalence using MQA's list. Evidence from ENIC-NARIC or Scholaro may be accepted.
  • A minimum age of 18 on admission, an aptitude test and/or interview, and the ministry's English requirement.

Universities often go higher. Taylor's accepts BBB, ABC or AAC and asks for IELTS 6.0. NUMed wants ABB, an interview and IELTS 7.0. Monash asks for at least two As and a B at A-Level, an ISAT score of 159 or more, multiple mini-interviews and IELTS 7.0. None of the pages checked lists an FSc percentage. Applicants with other qualifications, FSc included, are generally assessed case by case, so expect to need high marks, and remember PMDC's 60% floor.

What it costs

Programme Published international tuition
IMU MBBS RM692,680 total (2026 fee sheet)
Monash BMedSc/MD RM148,320 per year (2027), about RM741,600 over five years
NUMed MBBS RM142,252 per year including 6% tax, about RM711,000 in total
Taylor's MBBS USD 134,937 total (2026, before tax), about RM551,000
MUCM MBBS USD 145,000 total (before tax), about RM592,000

Tuition alone runs from approximately RM550,000 to RM740,000, which is about PKR 37 to 50 million or USD 135,000 to 181,000. Since mid-2025, private universities have added a 6% service tax to international students' fees, so check whether a quoted fee includes it.

Extra costs to budget for:

  • Joining fees: IMU charges RM1,000 to apply, RM3,800 registration, a RM2,500 international admin fee and a RM2,000 refundable deposit.
  • Visa: NUMed lists RM8,000 for a five-year visa.
  • Living costs: NUMed estimates RM10,000 to RM18,000 a year for accommodation and RM1,500 to RM2,000 a month to live.
  • Course costs: MUCM lists books, exam fees and a Ministry of Health facilities fee during the clinical years.

Recognition checklist

  • MMC Second Schedule: look up your programme on MMC's list of recognised qualifications. IMU, Taylor's, Monash, NUMed, MUCM, UCSI, AIMST, MAHSA, SEGi, Perdana and Quest all appear with their recognition dates.
  • WFME: MMC holds WFME recognition until 30 April 2033, subject to annual monitoring.
  • ECFMG/USMLE: your school must appear in the World Directory of Medical Schools with an ECFMG Sponsor Note covering your graduation year. This also matters for PMDC.
  • Your responsibility: MMC says international applicants must make sure their degree lets them sit licensing exams and register in their home country.

Can you work as a doctor in Malaysia afterwards?

In practice, not at present. MMC gives non-Malaysians provisional registration only if they hold a recognised local degree and receive a housemanship offer from Malaysia's public authorities. Taylor's states that house officer posts "are not available to international students", and Monash and NUMed say the same. Plan your internship in your home country. Gulf students should check the rules of their own regulator (for example DHA, DOH, SCFHS or QCHP) before enrolling.

FAQ

Do I need MDCAT if I study medicine in Malaysia? If you want to practise in Pakistan, yes. PMDC's May 2026 notice asks for at least 50% in MDCAT, or an equivalent test taken abroad that PMDC accepts. Check your own case with PMDC.

Can I apply with A-Levels instead of FSc? Yes. MMC's floor is BBB in Biology, Chemistry and Physics or Maths. For PMDC, get IBCC equivalence to show you meet the 60% "FSc or equivalent" rule.

How much will the whole degree cost? Tuition alone is approximately RM550,000 to RM740,000 at the programmes listed here. Add fees, tax, visas and living costs.

Can I do my housemanship in Malaysia? Not at present. Universities say international graduates cannot get house officer posts.

Will PMDC accept my Malaysian degree? Only if you meet all of its conditions, including the ECFMG listing, registering before you travel and passing the NRE. Ask PMDC before you enrol.
