What the Student Pass actually is
Malaysia does not issue a "student visa" in the way many countries do. What you receive is a Student Pass, approved by the Immigration Department of Malaysia. For universities and colleges, the application runs through Education Malaysia Global Services (EMGS), the government agency that handles international student immigration. Before you fly, you get an electronic Visa Approval Letter (eVAL). The pass itself is a sticker placed in your passport after you arrive.
The process, step by step
- Secure an offer letter from an institution approved to take international students. EMGS will not let you submit without one.
- Apply on the EMGS portal (visa.educationmalaysia.gov.my). Many universities submit or guide the application for you, so follow your international office's instructions first.
- Upload documents and pay the EMGS fees (table below).
- Document and academic checks by EMGS, after which the file goes to Immigration for approval.
- eVAL issued. Download it from your EMGS account. It is valid for six months from the date of issue, and you cannot enter Malaysia on a student basis before it is issued.
- Single Entry Visa, if your nationality needs one. Pakistan is on EMGS's list of countries that need a Single Entry Visa (SEV) before travel, as are several Gulf and Asian countries, including Saudi Arabia, the UAE, Bangladesh and India. EMGS says Pakistani students can apply for an e-Visa through Malaysia's official eVISA system, which it says takes about 48 hours. The alternative is a Malaysian mission.
- Submit the Malaysia Digital Arrival Card (MDAC) online within the 3 days before you land.
- Arrive and clear immigration with your passport, eVAL and SEV/e-Visa. You will normally be given a Special Pass while your Student Pass is processed.
- Do your medical screening within 7 days of arrival at an EMGS panel clinic, or at your campus health centre if you are at a public university.
- Hand your passport to your institution for endorsement. You get the Student Pass sticker and a multiple-entry visa. EMGS says your iKad (student ID card) follows within about 5 working days of endorsement.
Document checklist
- [ ] Passport copies: the bio-data page, every page with a visa, and the observation page (name clarifications, earlier passport numbers). EMGS requires at least 18 months' validity. Applicants from Libya, Iran, Iraq, Somalia, Sudan, Syria and Yemen must upload every page.
- [ ] Photo: in colour, with a plain white background and 35 mm wide. EMGS pages quote both 45 mm and 50 mm for the height, so test yours with the EMGS Online Photo Checker. Keep a neutral face, eyes clearly visible and no glasses. Religious head coverings are fine if your whole face shows.
- [ ] Offer letter
- [ ] Academic certificates and transcripts for all previous study, translated into English where needed
- [ ] English test result (for example IELTS, TOEFL iBT, PTE Academic, MUET or Cambridge English). Without one, processing can slow down, and your pass may not cover the full course.
- [ ] Health Declaration Form, signed. A full pre-arrival medical is generally not required. If you already have a Pre-VAL medical report, EMGS lets you upload it.
- [ ] Yellow fever certificate, only if you live in or transit through a country with yellow fever risk
- [ ] Personal bond: Immigration requires your institution to lodge a bond for each international student. The amount depends on your nationality, and it is refunded when you finish or withdraw properly with no immigration breaches. Ask your university for the current Pakistani rate.
Official EMGS fees (Schedule of Fees v1.7)
| Item | Fee |
|---|---|
| Processing, new student (course up to 6 months) | RM800 |
| Processing, new student (over 6 and up to 12 months) | RM1,600 |
| eVAL | RM150 |
| iKad | RM50 |
| Post-arrival medical screening | RM340 |
| Insurance, 12 months | RM498 to RM644 |
| Student Pass sticker | RM60 |
| Multiple-entry visa | RM0 to RM50 by nationality (RM20 for most) |
| Courier | RM10 |
Processing and eVAL fees carry 8% Service Tax. EMGS-listed insurance plans are Etiqa Plan 2 (RM498) or Plan 3 (RM567), Great Eastern Regular (RM547) or Premium (RM640), and Pacific Gold (RM551) or Platinum (RM644). You may instead buy another approved policy through your institution. At public universities, the RM340 medical fee is optional because you can be screened at the campus clinic. Language centres charge RM500 for processing and RM250 for the medical. This schedule covers institutions in Peninsular Malaysia.
Sample first-year total (degree at a private university, 12-month pass, cheapest insurance): RM1,600 + RM128 tax + RM150 + RM12 tax + RM50 + RM340 + RM498 + RM60 + RM20 + RM10 = RM2,868. That is around PKR 194,000, or about USD 700. It excludes the SEV/e-Visa fee, the refundable bond and any handling fee your institution adds.
How long it takes
According to EMGS, its client charter is 14 working days for a complete application. Incomplete or incorrect files take longer, and Immigration has the final say. Once you arrive, endorsing your passport is a separate wait. Taylor's University, for example, estimates around 6 to 8 weeks. A sensible plan is to apply about three months before your start date. That leaves time for questions from EMGS, the SEV and flight bookings.
Why applications stall or fail
- Blurry scans, missing passport pages or an unsigned health form
- Less than 18 months of passport validity
- No English certificate attached
- Spellings or dates of birth that differ between your passport, certificates and offer letter (fix this with your school board or passport office early)
- False or altered documents, or false health information. Malaysia's Government reserves the right to reject an application on these grounds.
- Failing the medical. The post-arrival exam includes a chest X-ray, blood tests (hepatitis B surface antigen, HIV antibody, hepatitis C antibody, malaria parasites and syphilis screening), urine tests that screen for opiates, cannabinoids and amphetamine-type drugs, a physical check and a short mental-health assessment. If you fail, the pass is not endorsed and you must leave Malaysia. You can appeal at the same clinic within 3 working days of getting your result.
If your application is "on query"
If EMGS or Immigration needs more information, the application pauses until you respond. You will see this in your EMGS dashboard and by email. Read exactly what is asked and upload a clear replacement. Tell your international office, because many requests have to go through the institution. Do not open a second application. Each day you wait is a day added to your timeline.
Renewing your pass
If your course runs longer than your pass, renew through your institution. EMGS recommends applying up to three months before expiry. Renewal costs RM250 for processing plus tax, the sticker, the visa fee and insurance. No new medical is required. Make sure your passport validity is enough for the new period.
FAQ
Can I work while I study? Only part-time, up to 20 hours a week, and only during semester breaks or holidays longer than 7 days. Permitted places are restaurants, petrol kiosks, mini markets, hotels and your campus. You cannot work as a cashier, or as a singer, masseur, musician or guest relations officer. You need prior approval from Immigration, which you apply for through your institution.
Can my parents visit me? Yes, but as ordinary visitors. Pakistani citizens need a visa to enter Malaysia, so parents apply for their own visit visa or e-Visa. Your Student Pass does not cover them.
Can I bring my spouse or children? Postgraduate students can apply for Dependant Passes. Undergraduates can do so only if they are citizens of the countries EMGS lists, which include Saudi Arabia, the UAE, Qatar, Kuwait, Bahrain, Oman, Jordan, Turkey and the Maldives. Pakistan is not on that list.
Can I change university? If you have an eVAL but have not travelled yet, your current institution cancels it and the new one applies for a fresh eVAL. If you are already studying in Malaysia, a "Variation" application is possible. You must be on a bachelor's or higher programme, have finished at least one semester, and apply within 18 months of finishing that semester.
