How Malaysia reads your Pakistani certificates

The Malaysian Qualifications Agency (MQA) keeps an official List of Entry Qualifications for International Students. Its entry for Pakistan is short and useful:

  • Secondary School Certificate (SSC) / Matriculation counts as entry to a foundation, certificate or diploma.
  • Higher Secondary Certificate (HSSC) / Intermediate counts as entry to a bachelor's degree.

Cambridge O-Levels sit at the same level as Matric, and A-Levels alongside HSSC. This is only the floor: each university adds its own marks and subject prerequisites.

Quick routes table

What you have Usual next step in Malaysia
Matric/SSC or O-Levels Foundation (about 1 year) or a diploma
FSc Pre-Engineering or ICS Year 1 of engineering, computing or maths-based degrees
FSc Pre-Medical Science and health degrees; medicine has extra rules (see the medicine guide)
I.Com Business, accounting and finance degrees
FA Arts, media, social science or business degrees; a foundation first if your course needs maths
A-Levels Year 1 of a degree; two passes is a common floor
Diploma Degree entry, sometimes with credit transfer
Bachelor's Master's (CGPA rules below)
Master's PhD

Matric or O-Levels: foundation or diploma

MQA's general minimums are:

  • Foundation: an SSC-level qualification with at least five credits (a credit usually means grade C or better).
  • Diploma: at least three credits.
  • Certificate: at least one credit.

Science foundations also look at your subjects. MQA expects credits in five subjects including Maths and Physics if you plan to move into engineering, and B grades in Biology, Chemistry, Physics and Maths plus one more subject if you are aiming for medicine, dentistry or pharmacy.

A real example: the University of Nottingham Malaysia's one-year Foundation Programme (2027 entry) asks for at least five Cs at O-Level or IGCSE, with extra conditions for some degrees. Computer science, for instance, needs Maths and Additional Maths, or a B in Maths plus a science. The international fee is RM39,500.

With Matric rather than O-Levels, ask which percentage each university treats as a credit.

FSc, ICS, I.Com and FA: straight into a degree?

Often, yes. MQA's generic bachelor's minimum is an STPM-level qualification with at least grade C in two subjects (or a foundation or diploma with CGPA 2.00), and HSSC is listed at that level. What usually decides it is whether your subjects fit the degree.

  • Pre-Engineering and ICS give you the maths that engineering, computing and data courses expect.
  • Pre-Medical suits biomedical science, pharmacy and other health courses. Without maths, engineering or computing usually means a foundation or a bridging maths module first.
  • I.Com lines up with business, accounting and finance.
  • FA works well for arts, communication and many business courses. For STEM, plan on a foundation.

Asia Pacific University (APU), for example, accepts overseas qualifications equivalent to 12th grade, A-Level or HSC for its BSc Computer Science, but still checks maths; students without it take a prerequisite Further Mathematics module in their first semester.

A-Levels

Two A-Level passes is a common minimum for degree entry. APU asks for two passes at grades A to D with the right subjects. Competitive courses ask for much more; medicine starts at BBB. Lower grades are not a dead end either: Nottingham Malaysia accepts A-Level DDD into its foundation year.

Diploma holders

Under MQA's general rule, a diploma with CGPA 2.00 meets the bachelor's minimum, but universities can ask for more: APU's computing degrees want an ICT-related diploma with CGPA 2.75, considering 2.0 to 2.5 after rigorous assessment. Whether you start in Year 2 depends on how closely your diploma matches the degree, so ask for a written credit-transfer assessment before paying a deposit.

Master's: MQA's CGPA bands

Type of master's Standard entry Lower band
Coursework Related bachelor's, CGPA 2.50 2.00 to 2.49, after rigorous internal assessment
Research or mixed mode Related bachelor's, CGPA 2.75 2.50 to 2.74 after rigorous assessment; 2.00 to 2.49 with at least 5 years' relevant work experience plus assessment

If your bachelor's is in an unrelated field, MQA expects you to take prerequisite courses set by the university.

Percentages and divisions: many Pakistani transcripts show marks or a division rather than a CGPA. Do not convert them yourself. Send the official transcript and grading scale, and let the university apply its own conversion.

14-year BA/BSc versus 16-year BS: MQA's rule refers to a bachelor's degree at MQF Level 6 or equivalent. Whether a two-year BA or BSc counts as equivalent is decided by each university, and MQA also runs an equivalency assessment for foreign qualifications. Get the answer in writing before you apply, and be ready for some universities to ask for extra study first.

PhD

MQA's baseline is a master's in a related field, as approved by the university's Senate. A first-class bachelor's (CGPA 3.67 or higher) can be accepted after internal assessment, and full-time master's students can apply to upgrade within their first year. Universities often add a CGPA floor and a research proposal.

IBCC and HEC paperwork

  • IBCC equivalence: IBCC decides how qualifications up to HSSC level compare with Pakistani ones. O-Levels count as SSC once you have the required subjects (candidates sitting in Pakistan need eight, including English, Maths, Urdu, Islamiyat and Pakistan Studies, with at least grade E). A-Levels count as HSSC with three group subjects, such as Physics, Chemistry and Biology for Pre-Medical. IBCC converts grades into marks: A* is above 90 (from 2021 sessions), A is 85, B 75, C 65, D 55 and E 45. That certificate matters whenever a Pakistani body asks for "FSc or equivalent" marks.
  • IBCC attestation: covers Pakistani SSC and HSSC certificates, and foreign qualifications once equated. IBCC says the need for it abroad depends on the university and embassy; it is valid for life.
  • HEC degree attestation: now fully online through eservices.hec.gov.pk, at Rs. 3,000 per document.
  • What Malaysian universities ask for: usually certified true copies with English translations. APU, for example, accepts copies certified by the issuing institution, a Commissioner of Oaths, a notary public or a lawyer. If an offer letter or embassy asks for attestation, follow that instruction exactly.

FAQ

Can I start a Malaysian degree straight after FSc or ICS? Usually, yes. MQA lists HSSC as bachelor's entry; your marks and subjects decide which courses you can join directly.

I only have Matric. Is a foundation my only option? No. A diploma is the other main route. A foundation is quicker if you already know your degree.

My bachelor's CGPA is 2.3. Can I still do a master's? Possibly. Coursework master's can accept 2.00 to 2.49 after rigorous assessment; research master's in that band also need five years' relevant experience.

Do I need IBCC equivalence for O/A-Levels? Malaysian universities usually assess Cambridge results directly. Get it anyway if you might apply for medicine or need your marks shown as "FSc or equivalent" in Pakistan.

Is my two-year BA enough for a Malaysian master's? It depends on the university. Get written confirmation before paying any fees.
