The national rule: universities set the bar
Malaysia has no single IELTS score that every international student must reach. Instead, Ministry of Higher Education letters to private universities (21 July 2022 and 6 March 2023, with a matching letter for public universities) say international students must meet the English requirement set by their university, or by the MQA programme standard, before starting a diploma, bachelor's, master's or doctorate.
Those letters also allow two exemptions, which each university applies in its own way:
- students from countries where English is an official language;
- students whose previous qualification came from an institution that teaches fully in English.
If you fall short, a university can make a conditional offer: you join its in-house English preparation course (up to two years at most) and then pass MUET or another test aligned to the Common European Framework (CEFR).
The ministry's equivalence table shows how the tests line up:
| CEFR level | IELTS | TOEFL iBT (old scale) | PTE Academic | Cambridge scale | MUET |
|---|---|---|---|---|---|
| High B1 | 5.0 | 40 | 47 | 154 | Band 3.5 |
| Low B2 | 5.5 | 46 | 51 | 160 | Band 4.0 |
| Mid B2 | 6.0 | 60 | 59 | 169 | Band 4.0 |
| High B2 | 6.5 | 79 | 63 | 176 | Band 4.5 |
Typical minimums by level
These come from the universities' own pages:
| Level | Official examples |
|---|---|
| Foundation | Nottingham Malaysia: IELTS 6.0 (no band below 5.5); 5.5 accepted with an extra in-sessional English module |
| Diploma | Monash Malaysia, Diploma of Business: IELTS 5.5 (no band below 5.0) |
| Bachelor's | APU: IELTS 5.0, PTE 47 or MUET Band 3.5. UTM (public): IELTS 5.5, TOEFL iBT 46 or PTE 51. Monash Malaysia: IELTS 6.5 (6.0 in each band) |
| Master's and PhD | UTM: IELTS 6.0, TOEFL iBT 60 or PTE 59. Monash Malaysia coursework master's: IELTS 6.5 |
| Medicine | Taylor's MBBS: IELTS 6.0. Monash MD and Newcastle University Medicine Malaysia (NUMed) MBBS: IELTS 7.0 with 6.5 in each band |
In short, expect roughly IELTS 5.0 to 6.5 for most degrees, 6.0 to 6.5 for postgraduate study, and up to 7.0 for medicine.
Which tests count
Education Malaysia Global Services (EMGS), which issues student passes, lists these tests for visa applications:
- MUET
- IELTS and IELTS Online
- TOEFL iBT and TOEFL Essentials (Online)
- PTE Academic, including the online version
- Cambridge English: B1 Preliminary, B2 First, C1 Advanced, C2 Proficiency and Linguaskill Online
- Occupational English Test (OET)
- ELS Certified Intensive English Programme levels
Individual universities can be stricter. Monash Malaysia does not accept PTE Academic Online or the TOEFL iBT Special Home Edition. UTM only accepts Linguaskill Online when it is booked through its Malaysian test partner and taken in Malaysia, Singapore or the Philippines.
Duolingo English Test: it appears on neither the ministry's equivalence table nor the EMGS list, and the ministry letter says no new tests may be added. Only rely on it if your university confirms in writing that it works for both admission and your visa.
TOEFL's new scale: since January 2026 TOEFL iBT has reported scores on a new, shorter band scale, so universities now publish two sets of numbers. Nottingham Malaysia, for instance, lists 4.5 on the new scale for its foundation, against 80 on the old one.
School English, exemptions and medium-of-instruction letters
- O-Level English: Nottingham Malaysia accepts GCSE O-Level English at grade C (or 4) for its foundation.
- A-Level and country exemptions: UTM exempts undergraduate applicants holding A-Levels or the IB. It also exempts candidates who finished high school or graduated in a listed set of countries, and Pakistan is on that list (TESL programmes excepted).
- Medium-of-instruction letters: Monash Malaysia accepts previous English-medium study when you send an official letter signed by your institution's Registrar, within set time limits; a completed bachelor's must be within the last five years, for example.
One caution: EMGS warns that if you do not attach an English certificate when you create your visa application, processing can be delayed and you may not receive a student pass for the full length of your course. Even with a university waiver, a valid score can make the visa step smoother.
What tests cost in Pakistan, and how long scores last
- IELTS Academic (computer-delivered, IDP Pakistan): PKR 75,600 in Islamabad, Rawalpindi, Gujrat and Karachi, and PKR 76,240 in Lahore and Faisalabad, which is about RM1,115 to RM1,125. British Council centres also run IELTS, and their prices may differ.
- PTE, TOEFL and Duolingo: check the official booking sites on the day you book, as prices change.
- Validity: most universities want scores less than two years old (UTM and Nottingham Malaysia both say so). Monash Malaysia allows up to three years. Nottingham Malaysia notes that MUET results stay valid for five years.
- Which IELTS: universities list IELTS Academic, not General Training.
No score yet? Your options
- Conditional offer plus university English. UTM, for example, places postgraduate students below its threshold on its Intensive English Programme or on the ELS programme, where they must reach level 109.
- Private English programmes. INTI lists a three-month English Improvement Programme from RM2,400 and an Intensive English Programme from RM3,950.
- Moving from English into your degree. Taylor's says students who progress from its Intensive English Programme into the same main programme named in their offer letter can keep using their existing student pass.
- Standalone language centres. These need their own student pass. EMGS issues it for up to six months per application, with a processing fee of around RM500 under its fee schedule.
- Book early. Leave enough time before your intake for results to arrive and, if needed, a retake.
FAQ
Do Pakistani students always need IELTS for Malaysia? Not always. Some universities, including UTM, exempt applicants who studied in Pakistan, and others accept O-Level English or a medium-of-instruction letter. Plenty still ask for a test, and having one can speed up your visa.
What score do I need for a master's? Usually IELTS 6.0 to 6.5 or the equivalent. UTM asks for 6.0 and Monash Malaysia for 6.5 for coursework programmes.
Can I use the Duolingo English Test? Be careful. It is not on the ministry's equivalence table or the EMGS visa list, so get written confirmation from your university first.
My IELTS is 0.5 below the requirement. Is that the end? No. Many universities make a conditional offer and place you on their English programme first. Nottingham Malaysia, for example, takes 5.5 into its foundation if you add an extra English module.
How long is my IELTS valid for? Usually two years from the test date, though Monash Malaysia allows three. Check your university's rule before you book.
